I don't see the checksum in the M2 Repo:

But it exists in M1 Repo:
http://people.apache.org/repo/m1-ibiblio-rsync-repository/commons-validator/jars/
I'll follow up with repository@ to see why the checksum wasn't synced
to the central repo with the jar.
