When I tried it clean, without deploying the struts-annotations
separately, it did not generate the TLD.
When I tried it clean again, with deploying the struts-annotations
first, it did generate the TLD, but I don't see the TLD in the JAR.
I'll try the HEAD with the in-place JAR to see if that gets bundled.
OK, against the head the TLD is included. To move forward, I'll re-tag
against the head, and run 2.0.3.
As they say, the third time is the charm :)
