No more than any of the other modules that get versioned and released along with struts-core even if they have no changes.
It's just an idea, and surely not the best, since I foresee a big trouble if we find a serious bug in Tiles and we need to release, say, Tiles 1.3.50 without releasing Struts 1.3.50 to adapt to Tiles 1.4.10 glue code.
We wouldn't. All of Struts 1 gets released together, even if only one of the modules changes.
