Usually I will tell you to write to the Struts Users mailing list, but not this time. The problem is that Tiles "theoretically" should support portlets, but in fact it was never tested. The Struts 2/Tiles 2 plugin has not been tested in a portlet environment. So, I have to say that we cannot answer this question, and probably there are lots of bugs.
