Well, my current thought is we should wait to move tags out until we have a decent replacement. Otherwise, it does users no good and just confuses things. However, you could split the rest plugin into two artifacts - struts2-rest-plugin and struts2-rest-tags We are doing something similar with the osgi plugin.
