The S1 site.xml has the following link which is correct:

http://struts.apache.org/downloads.html

The problem is maven being smart :-( and turning links relative:

http://maven.apache.org/plugins/maven-site-plugin/faq.html#Why_do_my_absolute_links_get_translated_into_relative_links
