On http://struts.apache.org/2.x/ There is a link to Struts 2.1.3 http://struts.apache.org/download.cgi#struts213 And clicking on that click there isn't any reference to Struts 2.1.3 download.
Moreover is 2.1.3 a GA release? because I don't think it's good to link on the project homepage to an unstable release. Thanks.
