Struts 2.5.11 compiled and passed all tests under JDK8 and maven 3.5.0 
without any change but Struts 2.3.33 could not; because the apt tool has 
been removed from tools.jar in JDK8.

According to INFRA's warning email, we have to drop support of JDK6 and 
JDK7 very soon. So I tried applied `WW-4402 Updates struts-annotations 
to support JDK8` on Struts 2.3.33 to see if we can save it from 
deprecation. I encountered some problems with tests which I work on.
