Description:
Three main problems
# Cannot Search in `/workbench/manager/user` (frontend & backend mismatch
problem)
# The columns `code` and `name` is are misplaced while adding a new department
# Cannot Search in `/workbench/manager/dataDict` (front-end not implemented)
# Maybe change the order of `Dictionary Name` and `Dictionary Code` for
consistency with the table columns
