Summary: build the agent with sidecar pattern

we would like to build the agent on experiment/tfjob/pytorchjob to tracking the
status change of CR and update the status into db in the mean time.
With this agent, we could lease the loading of submarine server while creation,
deleting and updating operations, and enhance the performance in query
operation.
