   Update operator development guide
   -

      yaml files are in artifacts folder
      -

      operator will read files in the folder, parse them and create
      resources
      -

      someone can modified parameters in yaml files without modifying
      operator code
      -

      however, if you add resources, you should modify operator’s code and
      pass the tests
      -

   Add operator testing to github actions
   -

   Brandon: Working on k8s sidecar agent, I’ve succeeded in appending the
   sidecar container into TFJob. The next step would be building the
   fundamental image of sidecar.
