Summary: Replace the existing database initialization scheme with
flyway

The current submarine database is deployed independently, but in many cases,
users may have their own RDS services.
It is recommended that submarine use [flyway|https://flywaydb.org/] to adjust
the database initialization phase to the container startup phase. Also,
submarine can upgrade or downgrade the database schema according to different
versions.
