Summary: Change submarine-server framework from jetty to quarkus

To better enable the full cloud-native deployment, we plan to refactor the
framework of the *submarine-server*.
We plan to use quarkus as a new option for replacing jetty.
The new solution will make *submarine-server* images smaller, more operational
and responsive, easier to develop and test/debug, and also enable deployment on
the cloud in a more cloud-native way
