[SUBMARINE-1315. Fix model can not serve

Added a python example of serving prediction. The serving in the model needs to
provide more details to facilitate users to use, such as displaying the inputs
and outputs of the model, the endpoint url by istio, Swagger UI and the sample
of rest / grpc call data, etc.
