Summary: Reduce tasks in github's workflow

Currently submarine's cicd process for go, java and python is compiled and
verified based on multiple language versions. It takes a lot of time to perform
a complete process each time, and we expect to reduce the number of tasks to
perform a regular cicd process with a baseline language version.
