The secret installation is now a one-off and not installed in the wrong
namespace:
[https://github.com/apache/submarine/blob/master/submarine-serve/installation/seldon-secret.yaml]
Different tenants use different namespaces, so it is necessary to create
separate secrets for different tenants. This step should be performed in the
operator phase and should not be done manually.
