Token REST authorization added, Session SSO OIDC added, java 1.8 removed.
Some additional test cases and documentation are required at this time.

Additional configuration of some helm templates to allow users to better
follow the submarine.
- [SUBMARINE-1230. Optimize

Optimize operator-v3 codes to make it as production deployable as possible.
- [SUBMARINE-1351 Optimize the processing and deployment of submarine
agent](https://issues.apache.org/jira/browse/SUBMARINE-1351)
Optimize agent deployment, provide agent service with better ability to
handle CR, change REST calls to update database.
Others:
- Public signup for apache jira is disabled. We need to provide some easy
access for new users who want to get involved in the community to continue to
register for jira.
- After PR merged, jupyter image often time out on build and fail to commit the
image. This issue needs to be fixed as soon as possible.
- The task of merging python checks into [SonarCloud Code Analysis] is still in
progress.
