I remember svn (the command) living under subversion/clients/svn and being moved to subversion/svn. If there's no evidence of this in our Subversion history, maybe the move happened back when we were still using CVS. (I don't believe we preserved our CVS history when we started self-hosting, because cvs2svn was a difficult and not-yet-solved problem.)
