I expect the decision we make will be some combination of the above,
not just one of these choices.
6) You could create a VM appliance (with a dedicated maintainer), that
anyone (of the testers) could download and know it contains everything
necessary to build Subversion and run the tests. Unless the point of
providing the signatures is making sure that Subversion builds on a
variety Windows systems...
