If you treat the current behavior as a bug then your could suggest to define it the other way around: To introduce a new option --no-sync-externals to get the previous behavior and just not to use the new option --no-sync-externals to get the new (you would say corrected) behavior. In this case no option - --sync-externals would be introduced. The maintainers have to decide this.
