RE: [VOTE] Release Apache Superset 4.0.0 based on Superset 4.0.0rc1

Please address the compatibility issue with Python3.12 before releasing 
a newer version. There is open issue 
https://github.com/apache/superset/discussions/25963#discussion-5845065, 
which shows inherent problems with using numpy<1.26.0, versions which 
are not compatible with Python3.12
