Now that the Rampart 1.5.1 vote is also on, (which has several bug fixes and
performance improvements) lets get Rampart 1.5.1 which is tested for
compatibility with Axis2 1.5.4 and Sandesha 1.4 as well for the Synapse 2.0
release.

Will build the Synapse distro and test with Rampart new candidate and
integrate that.
