There should be a way to get the encrpted value for a given alias from the
secret repository - secure vault

Secret repository contains a method to get the resolved secrets which are the
decrypted values of the encrypted data in the repository. (in file based -
cipher-text-properties file). It is better to have a another method to get the
encrypted value also (without decrypting). Because we can fed this values to
some call back handler...
