Even if no {{REALM_CREATE}}, {{REALM_UPDATE}} or {{REALM_DELETE}} entitlements
are owned by the logged admin, the management tab is always shown by the Realms
page.
This can be confusing for delegated administration, when the Realms page needs
to be accessed for users, groups or any objects administration.
