What is mandatory and what is not is defined by the ConnId bundle itself, with 
different operations, e.g. 
[test|http://connid.tirasa.net/apidocs/1.4/org/identityconnectors/framework/spi/operations/TestOp.html]
 and 
[validate|http://connid.tirasa.net/apidocs/1.4/org/identityconnectors/framework/spi/Configuration.html#validate()].

What you have found is that, for two particular ConnId bundles (e.g. LDAP and 
AD), the implementation of the two methods above is somehow inconsistent.
This has nothing to do with Syncope, hence I have closed this issue.

You might want to get in touch with the [ConnId|http://connid.tirasa.net/] 
project, instead.
