Hi, I experienced the same issue with a new build of 2.0.9-SNAPSHOT and it occurred to me the difference might be this, on line 19 of core/src/main/resources/domains/Master.properties:
Master.schema=syncope and in $TOMCAT_HOME/conf/context.xml in the Resource config I have included the attribute: currentSchema="syncope" i.e., I am not using the 'public' schema.
