Add a small PropertyFilter interface, which allows filtering a property
accessed. The filter should have access to
* the key accessed
* the value to be filtered
* the whole (unfiltered) current configuration map
This enables filtering implementation to read additional (meta)data from the
config to perform correct filtering.
