[~o.b.fischer] The contents of the binary distribution are defined by the 
project, not by the foundation, so its up to us to decide what we want to 
include in the binary.  As a reminder, ASF produces source releases not 
binaries.

With that said, If the project feels strongly that they want a binary 
distribution that includes 3rd party dependencies then the binary 
distribution's LICENSE and NOTICE needs to encompass those contents, including 
any special Cat B handling.
