While I agree its in the wrong place, technically its not needed. By
definition any JAR with a CDI extension defined
(https://github.com/apache/incubator-tamaya-extensions/blob/master/modules/microprofile/src/main/resources/META-INF/services/javax.enterprise.inject.spi.Extension)
is always a bean archive.
