There should be a beta/alpha release soon, I had promised to get it done already but am finding that progress isn't always as fast as I'd hope. (who's ever heard of a developer under-estimating project time before? that's crazy talk...)
You can always check out tapestry4 from trunk. I'm still in the middle of form related logic right now, specifically with client side validation + a couple new features/bindings. The only other major item left besides the form logic (which is quite a lot) is finding the most intelligent way to add these parameters to existing components like DirectLink / etc...Technically speaking, there is probably not very much that you ~can't~ do with the new EventListener logic, but it will probably be easier for people to grock if I spread it out a little more. Besides all of the programming work there is still the whole documentation effort to go through as well, so I can't honestly say when it will all be done...
