Yes we'll definitely need Howard's approval no matter what happens.
Getting him to write a proposal for someone else's project doesn't sound like a likely scenerio though. I think that should be something done by the person who is leading the charge on the sub project. (ie you ;) ) I don't know why, but I keep getting crazy thoughts into my head that being a TLP gives us lots and lots of freedom on how we decide to do these things....Maybe I'm wrong though. Well, Howard is the TLP PMC chair, so I guess he would have to do something to get a subproject started. Maybe a vote?
