Migrate Tapestry "what's new?" and upgrade information up to the project level

Currently, each of the modules (tapestry-ioc, tapestry-core,
tapestry-hibernate) has its own What's New? section, and it's own (if
appropriate) upgrade page.
This makes it harder for people, when upgrading, to know what's changes, what's
new, etc.
All this should be moved up to the tapestry5 project level.
