IIRC there is the possibility to somehow "publish" a wave by inviting the 
"Public" user to the wave.

Can I participate just as a listener?

I would be interested in participating as well - my feeling is that we
can learn a lot of the inner workings of tapestry.
Public waves could be used and put on the homepage! (this is really
easy using the web api of wave)
