In 2006, system designer choosed Tapestry 3 as framework along with iBatis and Spring. Choice comes to Tapestry 3 because it has strict separation between ''View'' and Code elements. We have high employee turnover so we should have a solid framework. LPSE is implemented as decentralized system. Each goverment agency (ministry, provice, city, district, public university, stated-owned company) has single LPSE installation. Internet connection cost is still high. Moreover, Indonesia is an achipellago with more than 13,000 island. It's impossible to provide single system in capital to serve all agencies.
