But there is a challenge. Right now the decision whether a service is
reloadable or not is made during binding. At bind time you don't have
access to symbols.
That's what I was thinking when I suggested that every service should not
be reloadable unless explicitly configured. This could be combined with
the system property, which would provide a default value. I can't think of
a better solution.
