I hate repeating myself but here we go again: The ASF takes legal responsibility for your actions and protects you from litigation. In return it needs to make sure that you adhere to certain policies with regards to licensing, etc. It delegates this oversight to the PMC which has to exercise due diligence. The PMC simply can not exercise oversight over something that is not completely under its control. This is always the case with something hosted outside the ASF. So yes. You, as an individual are free to document whatever you want at Github but you may not call it "Apache Tapestry documentation" or claim it to be endorsed by this PMC. And I have not even started to mention the community issues that arise with splitting repositories.
