At least based on non-authoritative discussion at http://tomcat.10.x6.nabble.com/Permissions-needed-for-committing-to-the-repository-https-dist-apache-org-repos-dist-release-tomcat-7-td5006686.html the dist repo is for PMC members only (did not find any mention of that fact in the official documentation). Oh well, it was a good try. If someone wants to help, the release is in my /home/kaosko/public_html/tapestry-releases but I cannot move those files.
