It would be used as a default icon in the Workbench integration of the archetype-generated plugin. I think we did the Potato Man because then people would be incline to change it - however several prototype plugins happily use the potato man icon and thus redistribute it in their source code.
I disabled that part of the archetype, but still the files remain in the source. E.g. as in http://dev.mygrid.org.uk/wiki/display/developer/6.+Service+icons I think Alan is right in that the Potato Man is copyrighted, so I'll replace the PNG with a place holder made in Gimp. Perhaps one tricky thing here is to ensure that the PNG itself won't be copyhrightable, as otherwise anyone using the Archetype would be forced to attribute Apache Taverna and the Apache License for that 16x16 PNG. :) I have replaced it with a simple question mark, and added the https://creativecommons.org/publicdomain/zero/1.0/ license to the corresponding .xcf.
