You can not keep the UofMan header - it is a different license. You have the right to change them so the PPMC ought to do that.

This not incorporating code from elsewhere, this is covered by the Software Grant to ASF.

It is not fine at all.

PPMC - is just a matter of running a script to convert the UofMan headers
to Apache headers?
