Ah, I see why the check is included then, if the functionality to expand
those isn't included
Though I don't believe the method of checking for that I removed in 2bf60d6
is exhaustive for that case or would even pick up the $import directive as it
should be checking for the key, value pair `$import: import.yml` whereas that
section of code (and print of 'Exception') appears to only be executed in the
case of eg `input_3: $import` on its own
Correct me if I am wrong on that however, as I am new to CWL
