See TAVERNA-993 - while taverna-plugins-gui is outdated (and doesn't really use
Taverna OSGi Plugin manager) - some of its functionality should be moved over
to the replacement taverna-plugin-manager, in particular:
* Toolbar icon that changes if updates are available
* Mechanism to record when updates were last checked
* Display Notice from update server
* Startup hooks to check for updates and notice
I have somewhat updated those to Taverna OSGi, but when moving them over,
rememeber to change the package name and to update the Spring *.xml in
src/main/resources/
