Tephra has been incubating since 2016-03-07.
Three most important issues to address in the move towards graduation:
1. Regular releases
2. Improve community engagement
3. Increase adoption

- Working on 0.11.0-incubating release
- Released 0.10.0-incubating

- None since coming to incubation
