[~Robert Lu]: makes sense. My question was more directed towards any project
committer or PMC member, any of which would have such influence. :)
For example, [~jfarrell] is both a committer and PMC member, and also is the
assignee for this issue, and could mark a fixVersion in JIRA so that it will
show up as a (currently incomplete) task for the next release milestone in
JIRA. I'm operating under the assumption that the project uses these features
in JIRA to help coordinate and plan releases. That assumption may be invalid.
