Fix For: 0.12.0
The ubuntu-xenial go version runs at 1.8.5 now; and artful comes with go 1.8.3.
Upgrade artful to use the latest go (1.9.x).
Xenial was updated from 1.6 to 1.8 in anticipation of dropping support for 1.6
because of the x/net/context break in 1.6 to 1.7 and we don't want to support
those older branches any more. They complicate a number of files.
