Dug into this tonight and it looks like the issue here is the java client test 
is sending a request for the server to sleep 3 seconds, and then raising an 
error if it took more than 200ms to proceed.  This would indicate that the 
server HTTP implementation is not pushing a response immediately but instead 
waiting for the RPC to complete before responding.
