What needs to be done to resolve this?
@Mailing list: Any Haskell-savvy around who wants to take a stab on that
task?
IIRC we had Haskell excluded from a release in the past, so (given my mind
does not fool me) in theory we could do that again ... just saying.
I would like to see the 0.13.0 come to fruition soon, but my Haskell skills
are quite limited.

Subject: Travis CI Failures - mostly resolved
Currently the Haskell web site is not returning a binary for the cabal
installation; this is causing the Xenial job in Travis CI to fail.
Once that issue is resolved, CI will be back to normal (passing).
