I would like to bring into the discussion the general concepts documented in 
THRIFT-5021, THRIFT-5027 and last not least THRIFT-5037. One of the goals is a 
more general version of what you are trying to achieve for string and binary. 
The other goal is to consolidate the various limits scattered through the 
codebase into one, configurable place.
