FWIW, the 72 hour time is always a minimum time. There's no need to
specify a maximum time. The release manager can hold the vote open
indefinitely, after the minimum 72 hours are up, until there are
enough votes for them to call it. If that happens, they can try to
nudge people to vote. Of course, this has the potential for abuse (one
could avoid calling the vote until the preferred majority is
achieved). But, community norms and expectations should prevent that
kind of abuse... because they only way to achieve that would be to
ignore people's objections, which is never a good idea in a release
vote.
