   Thrift "[official](https://github.com/ahawkins/docker-thrift/issues/12)" 
images has been [deprecated](https://github.com/docker-library/docs/pull/1732) 
and then 
[removed](https://github.com/docker-library/official-images/pull/11079) from 
the repository. This pull request aims to:
   
   * Make it truly official, as in powered by the Apache Thrift monorepo
   * Introduce some automation for library generation, along with build checks
   * Update release process to mention official Docker image release
   * We will keep last 2 versions as actively supported and re-built to help 
with transition (so we don't drop 0.22.0 as soon as 0.23.0 if released)
   
   Some of the Apache projects use separate repository for the docker images. I 
am not convinced this is necessary in our case, and so would like as a part of 
monorepo.
