Binary distribution for releases

At the moment, we don't produce a binary distribution, only a source one. As
discussed on the mailing list a few times, I think we should change this.
I'd suggest that we build a binary package that contains:
* tika-app, tika-parsers and tika-core jar files
* javadocs
* a directory with all the dependencies in it (likely the same list as used in
the tika bundle)
This would allow non maven users to quickly get started with using Tika.
